Heavy Rhodium Plating over Sterling possibly, and I didn't test for fear of compromising the integrity of the rhodium bond. Plating gives a bright, shiny, long-lasting, silver-colored finish to a piece and is often found on quality vintage as well as contemporary jewelry. Patent #1257158 found on clasp underside and dates to 2-19-1918. The last 3 reference photos are from 1931 &'32 catalogs depicting Filigree Necklaces.

The first shows a green "Emerada" stone. The last states they are "rhodium finished sterling" and guaranteed nontarnishable. Excellent Vintage condition with very minor wear considering the age! The Rhodium plating has done its job and kept the metal tarnish free.
